Westchester's legal cannabis market has grown up quietly. Until late 2023 the county had no licensed adult-use storefronts at all; as of early October 2026, the state's "Current OCM Licenses" dataset on data.ny.gov lists 29 Westchester dispensaries marked operational. Yonkers (seven) and White Plains (six) account for nearly half of them, followed by Peekskill (four) and Mount Vernon (three), with smaller clusters in New Rochelle, Ossining and the river villages. Several more licenses in Yonkers, New Rochelle and White Plains are issued but not yet open.
That growth means there is now real choice, and also more room for confusion: unlicensed smoke shops still sell cannabis-looking products in parts of the county. Every shop below holds an active state license that we checked against the OCM dataset this week. The guide is organized by town, starting at the city line and working north.
How we chose: These are research-based picks, not paid placements. We compiled them from state license records, each shop's own website and menus, and public customer reviews, then wrote a full, fact-checked profile for each. High Today staff did not visit these stores for this guide. Hours and delivery terms change often, so confirm with the shop before you head out.
Yonkers
Yonkers has the most open dispensaries of any Westchester city, most of them strung along Central Park Avenue and the Bronx border. Both of our picks are drive-friendly, though in different ways.
The Plant
The Plant opened on May 9, 2024, at 2595 Central Park Ave, at the northern end of Yonkers where the city meets Scarsdale (the shop's website uses a Scarsdale mailing address, so don't let that throw your GPS). It was the city's first licensed adult-use shop, and it holds a CAURD license, OCM-CAURD-24-000063. Owners Anthony and Regina Bannister are Yonkers natives who also run a cupcake bakery on the same avenue, and the store bills itself as Black-owned and stocks only New York products. On-site parking and ATMs make it an easy stop on a Central Avenue errand run. The website lists 9 a.m. to 10 p.m. Monday through Saturday and 10 a.m. to 8 p.m. Sunday. There is no delivery yet; online orders are for in-store pickup. Read our full profile
Toke Dispensary
Toke sits at 471 McLean Ave in southeast Yonkers, right on the Bronx line, which makes it handy for Woodlawn and McLean Avenue locals as well as Yonkers residents. The store holds adult-use retail license OCM-RETL-25-000418 and has a sister shop in Spring Valley, Rockland County. It keeps the same schedule every day, 10 a.m. to 10:30 p.m., per its website. Delivery carries a $75 minimum and is free on orders over $150 in Yonkers and Spring Valley. Veterans and medical patients get standing discounts, and an iPhone app tracks loyalty points and app-only deals. The shelf includes Alien Labs, Connected and Ayrloom. Plan on metered street parking. Mount Vernon
Nuna Harvest
Nuna Harvest occupies roughly 6,000 square feet at 696 Locust St in Mount Vernon's Fleetwood section, a short walk from the Fleetwood stop on Metro-North's Harlem Line. Leafly named it to its 2025 Top 100 dispensaries list, where it was the only New York shop. Owner Howie Rondinone grew up in the Bronx, and the store holds CAURD license OCM-CAURD-24-000140. Beyond the sales floor, the space includes an event area and a recording studio. Posted hours are 8 a.m. to 10:30 p.m. on weekdays and 9 a.m. to 10:30 p.m. on weekends, and delivery runs until 11 p.m. across Westchester, the Bronx and Manhattan, one of the later delivery windows in the county. The menu leans premium, with Doobie Labs, Runtz and Olio, and the shop says it tests every pre-roll before putting it on the shelf. Read our full profile
White Plains
The county seat has six operational dispensaries, and the three we profiled cover different needs: a walkable downtown shop, a late-night delivery specialist and a big-selection chain outpost.
Leafology Cannabis Company
Leafology, at 244 Main St in downtown White Plains, was one of Westchester's earliest licensed dispensaries. It soft-opened in October 2023 and held its ribbon cutting in April 2024. The licensee is Cat Rock CAURD LLC (OCM-CAURD-24-000112). The business is family-owned and women-led, and one co-owner spent 31 years with the FDNY. The store carries more than 150 New York brands and 700-plus items, including MFNY, Leal, Nanticoke and Ithaca Organics, and a staff Ganjier can help you compare them. Doors open early, at 8 a.m. every day, and close at 10 p.m. Monday through Saturday and 8 p.m. on Sunday. It's convenient for commuters coming through the White Plains Metro-North station, and delivery reaches dozens of Westchester communities. The High Rollers Club loyalty program pays out in Bud Bucks. Starlife Dispensary
Starlife, at 1 Hall Ave, was founded by four friends who grew up playing basketball together in Mamaroneck. It holds adult-use retail license OCM-RETL-24-000159. Its biggest strength is reach: delivery goes to more than 30 Westchester communities with no delivery fee, though each town has its own order minimum, from $20 in White Plains up to $200 in northern towns such as Yorktown and Somers. The store is open 8 a.m. to 10 p.m. Monday through Thursday and until 11 p.m. Friday through Sunday, and delivery runs 10 a.m. to 9 p.m. on weeknights and until 10 p.m. on weekends. The shelf includes Nyce, Fernway, Shine, Smokiez, Incredibles and Out East Canna, and there's free 15-minute parking in the rear driveway. Read our full profile
Strain Stars (White Plains)
Long Island chain Strain Stars brought its third store to 1200 Mamaroneck Ave at the end of October 2025, on the stretch between downtown White Plains and the Mamaroneck border. The White Plains location holds adult-use retail license OCM-RETL-24-000152, issued to RSSQ Holding LLC. (The chain's original Farmingdale store is a CAURD shop.) All three locations post the same hours: 9 a.m. to 9 p.m. Monday through Saturday and 10 a.m. to 8 p.m. Sunday. Expect a deep menu with MFNY, Rythm, Fernway, Stiiizy and Select Briq, plus the Star Loyalty program, which advertises up to 5% back. Free same-day delivery is advertised for Long Island, so Westchester shoppers should confirm delivery options with the White Plains store. Read our full profile
Just over the line: Pelham Bay, the Bronx
Hibernica
Hibernica isn't in Westchester. It sits at 3220 Westchester Ave in Pelham Bay, by the Pelham Bay Park stop at the end of the 6 line. We include it because its free delivery zone covers southern Westchester, including White Plains and New Rochelle, and it's a quick drive from Pelham, Mount Vernon and New Rochelle. The CAURD licensee (OCM-CAURD-24-000131) opened on April 18, 2024, in a former 7-Eleven. According to the Bronx Times, about 70% of its staff came through a reentry internship program run with Housing Works. Hours run 9 a.m. to 10 p.m. Sunday through Thursday and until 11 p.m. on Friday and Saturday. Some reviewers note that paying by debit can trigger cashless-ATM fees, so bring cash if that bothers you. A second location opened on Central Park North in Manhattan in June 2026. New Rochelle and the Sound Shore
We haven't published a full profile of a New Rochelle shop yet. The state dataset currently lists two operational dispensaries in the city, Highlife Health at 19 Huguenot St and The Cannabis Reserve at 1307 North Ave, with several more North Avenue and Main Street licenses issued but not yet open. Until we review those stores, Sound Shore residents' best bets from this list are delivery: Hibernica explicitly delivers to New Rochelle, and Starlife and Leafology both cover large parts of southern Westchester.
Best for…
- First-timers: Leafology has a staff Ganjier and a large New York-only menu; The Plant is small, local and easy to park at.
- Late nights: Starlife (in-store until 11 p.m., Friday through Sunday); Nuna Harvest (delivery until 11 p.m.); Toke (10:30 p.m. every day).
- Delivery across the county: Starlife covers 30-plus towns with no fee; Leafology and Nuna Harvest also deliver widely.
- Transit riders: Leafology near the White Plains Metro-North station; Nuna Harvest near Fleetwood on the Harlem Line; Hibernica at the 6 train terminus.
- Selection: Strain Stars and Leafology carry the biggest menus.
Update: October 2026
Westchester's map is still filling in. According to the state license dataset, several new stores have opened this year, including The Highline in Hastings-on-Hudson (March), Peek Buds in Peekskill and Lucky Leaf in Ossining (both April), and new CAURD shops in White Plains (45 Aqueduct Rd) and Mount Vernon (418A E Sandford Blvd) in August. Before you buy, check any shop against the OCM's dispensary verification tool or the state dataset. A legal store has a licensed-dispensary verification seal posted near its entrance.
Shopping tips for Westchester
You must be 21 or older and bring a valid government photo ID. Most stores take cash and debit (debit often runs through a cashless-ATM system that charges a fee), and few accept credit cards. Adults can carry up to 3 ounces of flower and 24 grams of concentrate. Under New York law, you can generally smoke cannabis wherever tobacco smoking is allowed, but individual towns, landlords and Metro-North's no-smoking rules still apply, so don't light up on the train or the platform.
