Not long ago, Staten Island had almost no legal cannabis. As of early October 2026, the state's "Current OCM Licenses" dataset on data.ny.gov lists 15 adult-use dispensaries on the island with an active license and an operational storefront. That's eight conditional (CAURD) licensees and seven standard retail licensees. Most of them sit along a few busy corridors: Forest Avenue on the North Shore, Hylan Boulevard down the East Shore, and Richmond Avenue and Arthur Kill Road farther south. Because the borough is so car-oriented, delivery and parking count for more here than anywhere else in the city.

Every shop below holds an active, operational license in the state dataset as of this week. The guide runs from the North Shore down to the South Shore.

How we chose: These are research-based picks, not paid placements. We put the list together from state license records, each shop's own website and menus, and public customer reviews. High Today has published full, fact-checked profiles of two Staten Island shops, NugHub and Studio 57 NY, and both are linked below. The other stores get short, factual entries drawn from state data and their own websites, with no ratings. High Today staff did not visit these stores for this guide. Hours change often, so check with the shop before you go.

North Shore: Forest Avenue and Victory Boulevard

NugHub

NugHub was one of Staten Island's first legal delivery services when it launched in January 2024. Its storefront at 1350 Forest Avenue opened October 7, 2024, under CAURD license OCM-CAURD-24-000183. According to its website, two lifelong friends from Westerleigh founded it. Delivery is free anywhere on Staten Island. Orders to Brooklyn, Queens and Manhattan carry a $4.20 fee and higher minimums. Gaslight Dispensary

Gaslight is at 465 Forest Avenue (10301), toward the West Brighton end of the avenue. It holds CAURD license OCM-CAURD-24-000173, and state records show it opening October 15, 2025. Its website says the shop hires locally, including people who worked in the legacy cannabis market, and that a New Jersey location is coming soon.

ZenZest

ZenZest is in Roman Plaza at 2343 Forest Avenue (Store #3), on the western stretch of the avenue. It holds a standard retail license (OCM-RETL-24-000099), and the state classifies it as minority-owned. State records list its opening as September 1, 2024. Its website describes ZenZest as family-owned, with a sister store in eastern Queens, and advertises free same-day delivery on Staten Island.

Quality Control Dispensary Staten Island

This store at 1172 Victory Boulevard (#4) is the Staten Island outpost of a Brooklyn shop on Coney Island Avenue. It holds standard retail license OCM-RETL-25-000443, and state records date its opening to January 30, 2026. Its website lists hours of 9 a.m. to 10 p.m. Monday through Thursday, until 11 p.m. on Fridays and Saturdays, and 10 a.m. to 10 p.m. on Sunday. Same-day delivery is offered on the island.

Mid-Island

Highstone

Highstone is at 1938 Clove Road (10304). It holds CAURD license OCM-CAURD-24-000185, and the state lists its opening as September 4, 2024. Its website says the shop is open seven days a week, with hours until 11 p.m. on Fridays and Saturdays. It offers in-store pickup and scheduled delivery.

The Vault

The Vault is at 1151 Hylan Boulevard, near where Clove Road meets Hylan, by Cameron Lake. The shop says parking is available out front. It holds a standard retail license (OCM-RETL-24-000103), the state classifies it as women-owned, and it opened January 4, 2026, per state records. Its website offers delivery and says a drive-thru is coming in fall 2026, so call before you plan on using it.

East and South Shore

Studio 57 NY

Studio 57 NY is a women-owned shop that opened April 4, 2026, at 570–574 Midland Avenue in Midland Beach. It holds standard retail license OCM-RETL-25-000351. It keeps a small, curated menu, and Leafly has listed brands including Ayrloom, Ruby Farms, Heavy Hitters, MFUSED, STIIIZY and Jeeter. It's built around regulars. New customers get 15% off their first purchase, there are themed weekday discounts, and veterans, first responders and seniors 55 and older get 10% off every day. Payment is cash or debit, with an ATM inside. Delivery is listed as coming soon. The shop's site lists Sunday hours to 10 p.m., but the state filing says 8 p.m., so check before a late Sunday visit. Clouditude Dispensary

Clouditude is at 4034 Hylan Boulevard (10308) on the South Shore. It holds CAURD license OCM-CAURD-24-000169 and opened January 15, 2025, according to state records. Its website lists hours starting at 9 a.m. every day. Delivery runs 9:30 a.m. to 7 p.m. with a $50 minimum.

The Flowery (Veterans Road West and Richmond Avenue)

The Flowery chain has two Staten Island stores. The shop at 3022 Veterans Road West in Charleston holds CAURD license OCM-CAURD-23-000041. State records give its opening date as January 2, 2024, the earliest of any Staten Island store now on the operational list. The second store is at 2059 Richmond Avenue. The state lists that license (OCM-RETL-24-000114) under a separate entity, 960 Bloomingdale Road LLC, with a June 20, 2025 opening date. The Flowery's website lists both stores and says its locations offer in-store pickup, with same-day delivery at most of them.

Before you go

  • Bring ID. You must be 21 or older with a valid government-issued photo ID. See how much cannabis you can legally buy and carry in New York.
  • Pay with cash or debit. Most island shops take cash and debit, and several have ATMs on site. Credit cards are rare.
  • Don't light up on the way home. New York bans smoking cannabis anywhere tobacco smoking is banned, and that includes the ferry and its terminals. Cannabis bought here also can't legally cross into New Jersey.
